I'm just catching up on some unread threads.
On the tent issue, I built a teardrop trailer in my garden under a very large 8 man tent for about 9 months with no problems other than the wind destroyed it after the sun made the tent material unstable. I too had no idea of a time limit on temporary.
Good luck with the repairs.
Don't forget a group of us will be down in Somerset 19-21 June at the Moorhouse campsite for our annual runaway should you want a closer look at other demountables or just to chat. I'm not sure if there is a small entry fee for visitors.

Surely the solution is to be flexible.
When you are working on the outside and require cover erect your tent, when you do not need the cover dismantle the tent.
One answer might be to get some box section steel and make a frame like a walk in market-stall frame
(you could buy one and extend the legs, the usual height is 2 metres)
Take about 20 minutes to erect or take down. You can cover it with a couple of tarpaulins using Stall Clips. That will test any official because not only will it be up full days, there may be also part days!
I live in rented accommodation the tenancy says "No Motorhomes, No Campervans, no Caravans", but I am fine because I have a pick-up and load parked up, and have had for the last 5 years

- if you can weld and have a mig welder it is easy to fabricate the sections, usually using 25mm square box section and 20mm square box section for the bits that slot in.
These are the clips - use metal not plastic or you may find the tarp blowing away
