That's a particularly complicated way of daisy chaining padlocks together.

Landlords do that sort of thing where there are multiple users of a gate and you can give each their own padlock and key. They can therefore open the gate by just unlocking theirs, but when they no longer rent you can replace their padlock removing the risk of them keeping a copy of the key and retaining access.
